Published in Public Money & Management by Taylor & Francis, this article makes the case for a UK Parliamentary Committee for the Future: an institution designed to strengthen strategic thinking, represent future generations and help Parliament steward the country’s long-term interests while remaining accountable to citizens today.

September 2026 is a critical moment for the Declaration on Future Generations. We are halfway between its adoption in September 2024 and its formal review in 2028. This stocktake draws on coalitions, networks, governments, institutions and individual innovators across countries and sectors – to celebrate what is working, identify where the gaps remain, and ask what needs to happen for the Declaration to have real impact by 2028.

A set of distinct but complementary policy movements – the future generations movement and futures and foresight thinking, and the wellbeing economy movement and wellbeing approaches – are well-positioned to guide transformation. Each has developed sophisticated tools, frameworks, and communities of practice. Each is vital for delivering wellbeing that is sustainably maintained over time. This paper aims to act as a primer for policymakers on these movements and the advantages of bringing them together.
